The scroll to learn this spell can be obtained from the quest Not Your Vault. In Ninpo/Ninjutsu, Hojou (捕縄の術) is the practice of disabling an enemy through rope/chains. While Kaginawa are grappling hooks that use rope as their binding tool, chains are the most commonly used item in Hojou, because chains dig into skin/cloth. It was common for ninja in Feudal Japan to have a chain wrapped loosely around their neck hidden in their clothing to use as a weapon.
