The quantum slipstream drive operated by routing energy through the vessel's main deflector, which then focused a quantum field, allowing the vessel to penetrate the quantum barrier. In order to maintain the slipstream, the phase variance of the quantum field had to be constantly adjusted, or the slipstream would collapse, violently throwing the ship back into normal space. (VOY: "Hope and Fear") According to Star Trek Encyclopedia (3rd ed., p.651), the slipstream was created through subspace. Quantum Slipstream Drive is an advanced form of transwarp. The slipstream is a narrowly-focused, directed warp field that is initiated by manipulating the space-time continuum at the quantum level. it works by focusing a quantum beam through the deflector dish to generate massive changes in local space curvature creating a subspace tunnel that is projected ahead of the ship. Once in slipstream, the forces inside propel the ship to "ludicrous speed". To maintain slipstream, a vessel must must modify the quantum field with its deflector dish; however, the calaculation are too complicated for 24th century Starfleet technology, and the time available is too short before the vessel out-paces the tunnel, dropping the ship out of slipstream, and collapsing the tunnel. Four years after Voyager ret Quantum slipstream drive is a propulsion system not too dissimilar to transwarp drive developed by the Borg, in which it takes ships at speeds higher than those permitted by even the most advanced warp engines, producing what is called slipstream velocity.
