The Mysteron threat is to destroy the World Navy Complex at Atlantica, which they attempt to carry out by drugging the non-alcoholic champagne served during the premature celebration. (Captain Scarlet and Colonel White are the only two Cloudbase senior staff members who do not actually drink any of that "champagne," sent to Cloudbase by "an anonymous well-wisher.")
