Cadre Present posting Counsellor in the Embassy of India in Jakarta (Indonesia) Worked as Private Secretary to the Indian Union Minister of State for Railways and External Affairs. * Born in Alwar (Raj.) on 9 December 1968. I did my schooling in Ajmer and later in Lucknow. * I am a B. Tech in Mechanical Engineering. * I started my career as ASP Mandi. I have served as District SP of Kullu, Solan and Kangra . * In 2005-06 I spent a year in the UN Mission in Kosovo (Former Yugoslavia) as commander of the Indian Police Contingent. * I underwent an exchange program in the US in 2001. * I have keen interest in community participation in Policing. I planned and introduced a Community Policing system which led to a drastic reduction in crime in Kullu town. This scheme became a model for Community Policing in the State of Himachal Pradesh and has been adopted in the entire State. * I planned and executed a comprehensive campaign called "Operation Charas Nivaran" to eradicate drugs from Kullu district through public participation and active involvement of the community. This included a crackdown against drug peddlers, destruction of cannabis fields, public awareness campaigns including marches by school children, street plays and organization of seminars on drug abuse prevention. * I conceived, scripted and produced an educative documentary film called "AAP AUR HUM" to introduce Human Rights awareness, duties and responsibilities of good citizens and process of prevention and reporting of crime. This film has been included in the school curriculum in the State of H.P. This film introduces Police to children and teaches them basics about Police organization, traffic, reporting of offences, etc. in an attempt to make them better future citizens. This project received a lot of attention from the media and was recognized as a unique effort by the Police. * I have also designed the official website of the HP Police. * As RPO Lucknow I have brought about overwhelming changes like * In 2006 the Regional Passport Office in Lucknow was ranked the worst passport office in the country in a survey conducted by the National Institute of Smart Governance. In March 2008, the India Today magazine adjudged it the best passport office in the country. As the Head of this office, I consider this remarkable turnaround one of my greatest professional achievements to date. * In December 2006, the Lucknow Passport Office began online registration of passport applications and was the first passport office in northern India to do so. * In April 2007, we became the first passport office in the country to start using a specialised software for processing passports. It improved our output and efficiency tremendously and other passport offices emulated our example. * In December 2007, we became the first Passport Office in the Country to tie up with mobile phone operators to provide a service whereby passport applicants could check the status of their application by simply sending a text message from their phone. * Our office registered a 93 percent increase in its output from 166,300 passports issued in 2006 to 303,114 issued in 2007. The time taken for issuing a passport reduced from eight months to 42 days. All this was achieved without gaining any additional manpower within a period of 15 months. I did my schooling in Ajmer and Lucknow and later obtained a degree in Mechanical Engineering. I went on to work as a process Engineer in a public sector oil company in Bombay. In 1994 I joined the Indian Police Service and was allotted the Himachal Pradesh Cadre where I served for nearly 12 years. I did a year long stint with the United Nations in Kosovo (former Yugoslavia). Presently, I am on deputation with the Ministry of External Affairs posted at Lucknow. I take pride in the fact that I speak Urdu, English, Hindi, French and Punjabi fluently. I have traveled extensively in India and to 27 countries of Europe, North America and Asia. I have been writing middles for the Tribune since 2001. Tribune has published all my 24 articles. Over the last 12 years that I have spent in the Indian Police Service I have always found occasions to laugh at myself and at fellow cops. Thus began a series called “Cop at Large”. Apart from this I also write about life in general as a middle class Indian husband. All my articles are about real life incidents involving me, my family and my friends.
