Marcus Tolly was a civilian prisoner kept by the Chimera in the Hasbro Mining pit near at Madison, Winsconsin. Tolly was part of a group, known as the so-called "committeemen", that believed that they should get priority of the health packages dropped by Chimeran Shuttles. One day he fought Fair and Square Squad member Henry Walker and during the scuffle Walker blackened his eye. Tolly told Chimeran collaborator Norma Collins about the incident and she punished Walker by choosing his wife to be converted by Spinners. Walker became outraged at Tolly for causing his wife's death and transformation, and killed him by setting fire to Tolly's tent while he was sleeping inside, in which Tolly was quickly immolated to death.
