The City also houses many Historic Buddhist temples and artifacts as well as being home to the 16th Dalai Lama. who resides in the Portala Palace. Tibet is one a constitutional Monarchy, one of the last of its kind. The Monarchy, which is headed by the Dali Lama, is secular officially despite the Dali Lama being an important figure in the world's largest religion, Buddhism. The city council which has urban planning and expenditure power is a council of 20 people elected from various backgrounds by college students only to quote-un-quote "Retain Lhasa and Tibet as a centre of positive, youthful, progressive and thoughtful mindedness" Buddhists flock to the city in their millions throughout the year, boosting the city to 3 million from 1.5 million residents in Summer. People also come to Lhasa in droves as a gateway to view, hike and stay in the unspoiled Tibetan Plateau. 100 million people from all over the universe visit Lhasa each year. 12% of these are annual visitors of both recreational, visiting family and business reasons.
