Special Weapons and Tactics (SWAT) are elite tactical units in American police departments. Los SWAT, como su vestimenta, sus armas, su modo de reacción ante una amenaza, es cada vez más completo, a medida que evoluciona la saga. No tienen una base, solo aparecen a las 4 estrellas de búsqueda (aunque en GTA: VCS se encuentra un Enforcer en la parte trasera de la comisaría del centro de la ciudad), o en `Grand Theft Auto: Liberty City Stories, en la parte trasera de la comisaría de Staunton Island. La única manera de conseguir el Enforcer es a las 4 estrellas de búsqueda (o como se acaba de decir en GTA: VCS y en Grand Theft Auto: Liberty City Stories). De hecho, el armamento de los SWAT varía de juego a juego. En el GTA III, usan la Micro Uzi, mientras que en Vice City son más peligrosos, dado que llevan la Uzi, un subfusil bastante efectivo y poderoso a cortas distancias, mientras que en San Andreas se hacen más débiles, teniendo otra vez la Micro Uzi al no existir la Uzi en ésta zona, haciéndolos menos efectivos y más fácil escapar de ellos, ya que se nota el cambio de armamento y sobretodo, la diferencia al huir de 4 SWAT de San Andreas y 4 agentes del FBI del mismo estado (que llegan a ser terroríficos). Sin embargo, hay misiones en las que aparecen con distinto armamento al que podríamos llamar "armamento estándar"; como en Reuniting the Families y End of the Line, que aparecen con el arma característica del FBI, la MP5. right|200px Sin embargo, en cuanto a vehículos, sólo podemos destacar el Enforcer (un furgón blindado de transporte que al subirte el chaleco se llena al máximo), debido a que el Police Maverick aparenta ser de la policía, pero en ningún juego en el cual aparezcan los SWAT se ha visto a nadie pilotarlo (aunque sí descendiendo de él haciendo rappel). El Tanque SWAT de San Andreas sólo aparece en una misión en la cual se suceden disturbios en Los Santos y los SWAT que la llevan se ven inmersos en un tiroteo con los Ballas, por tanto, debido a que esa es su única aparición y nunca se la ve persiguiéndote o estacionada por ahí, sólo se puede especular que la usan en momentos críticos, pero nunca para intentar acorrlarte. En la misma misión (End of the line), podemos ver que los SWAT que están disparando contra los Ballas se cubren con tres coches del LSPD, pero no se ve a ningún policía local en el tiroteo, por lo que da a pensar que es posible que también hayan usado esos coches.
