Shih Kao was instrumental in forging the party out of the Gustav Petroleum Memorial List and the Revolutionary Committee of Natural Law before being appointed its leader. Under his rule he established the Zen Collective as a liberal socialist party intent on protecting Buddhist rights. He led the party into the Keymon-Likatonia Crisis but during Black November was arrested and subsequently imprisoned for nearly ten years. Upon his release in 2269 he resigned as Grand Master to retire to the temples of Keymon. He is seen as the foremost purveyor of the Kaoism ideology.
