n17:abstract
The Systems Confederation Council was the executive branch of the Galactic Systems Confederation. It's role as the highest authority within the Galactic Confederation restricted power being centred on a single being, instead spreading it between those the senate have voted into their positions. The leader is the Chancellor, a title revived from the Old Republic, which despite initial intentions, is able to influence decisions of all members of the Council; this giving the Council a strong leader, especially in times of crisis. The Councils authority is above the Senate, but on policy decisions it must seek the support of a majority of senators to pass them through. When the Council wishes to block the Senates wishes, or veto to opposition they must resign their seats after the law has been sealed so's not to usurp the power of the people. A system that has prevented emergency powers from being used for internal benefit in times of crisis; councillors are faced with either returning power to the senate or resigning from their positions.
