This was the second elected government since the foundation of GDR Lodamun, and the second government elected by the first Presidium. In Lodamun, the entire cabinet (including the President) is elected by the Presidium by a simple 300/599 majority vote, but can be sacked and replaced at any time. Richard Orman had served as a transitional leader upon the foundation of GDR Lodamun, and the Presidium eventually elected James Martin as President to replace him. Martin lost popularity in the Presidium, and Richard Orman became President again, beginning his 2nd administration with the support of Leftist MPs.
