A human faction assembled the seven fragments of Shenlong's Atmacite, summoning the mighty dragon once more into the mortal world. The Empire's leader then wished for them to rule the world for 1,000 years, which caused one of the seven fragments to manifest itself in one of the genetically-enhanced children, Khan. Khan went on to expand The Empire. Kyrios created a floating continent, Elysium (propably by terraforming the Moon with his god-like powers), upon which his followers were whisked away at the end of the Great War. In the center of Elysium, he located his palace, a sealed shrine into which he retreated, securing the well-being of the floating continent. Meanwhile, Khan was interred in the Emperor's Mausoleum. Meanwhile, Khan awakes at his Mausoleum. He orders his loyal watchdog, Garm to guard the tomb and makes his way for the capital, Metropolis. In the ancient catacombs underneath Metropolis, he confronts his second, more powerful watchdog, Fenrir, who had been assigned to guard the imperial capital. Initially unable to recognize his old master, Fenrir informs him that \"over the centuries, numerous fragments have tried entering the city\", which he all devoured, saying \"as such is the power given unto me, to devour god- and dragon-kin alike\". After a tense standoff (given the previous encounter with Garm with Leon's party, the player would propably expect Khan to be unable to defeat the even stronger Fenrir, as the party's level should at this point be equal with Khan's). Finally, Fenrir recognizes Khan (\"[...]thou art indeed my master. I bow before your will.\") and informs him that \"[...] the second emperor did not keep the promise.\" Sophia merges with the dragon, causing Khan to be expelled in Dragoon form. Now mortal, the player's party is capable of combating him. For the final fight, the player is granted Kyrios' Tengoku no Namida in a cutscene, an attack that gains energy through people's will and faith. The faith of all of humanity is required to unite to power the attack enough so as to defeat Khan. The player does not actually have to defeat Khan in this encounter, simply having to last until the skill is finished charging, upon which it will destroy Khan on its own.
