"The Caesar de Senatum de Selucia, formally known as Prime Minister, is the head of the government of Selucia. In practice, the Caesar de Senatum is almost always the leader of the largest party in the Ekkles\u00EDa, and they chair the Senate. The Consuls (Selucian Consules, sg. Consul) are the two heads of state of Selucia. The two Consuls jointly serve as the leaders of the State and of the Government, as well as the commanders-in-chief of the Armed Forces. In order to balance the two sources of legitimacy in the Selucian Republic, namely the Senate and the People, one Consul is elected by the Senate (thus being known unofficially as Consul/Caesar de Senatum) and the other by the people by universal suffrage (being therefore unofficially known as Consul de Popularis). Other than their different method of appointment, the two Consuls have fully equal rights and responsibilities. In order to limit the possibility that one Consul can have too much power as a result of this system, one Consul can veto the actions of the other, and one Consul's actions can be appealed to the judgment of the other.
