He was Sheriff of London and Middlesex in 1874-75 and Lord Mayor in 1881-82. In 1890 Richmond was incorporated as a Municipal Borough and Ellis served as first Mayor of Richmond in 1890-91. In 1885 a redistribution of parliamentary seats occurred and Ellis was elected first Mp for the constituency of Kingston, holding the seat until 1892. In 1890 Richmond was incorporated as a Municipal Borough and Ellis served as first Mayor of Richmond in 1890-91.
