"Reginald Alfred Pestell (27 January 1910-17 January 1991), adopted the surname Wells-Pestell in 1960 and known as Baron Wells-Pestell, of Combs in the County of Suffolk from 1965, was a social worker and Labour Party politician. Educated at the University of London from which he received a diploma in economic and social sciences. He was a probation officer for 15 years. Being too old to serve in the armed forces in World War II, he became a captain in the County of London Home Guard. He was a founder of the National Marriage Guidance Council in 1946 of which he became secretary. He was regarded as an expert on matrimonial disputes and sat as a magistrate on family courts. A member of Stoke Newington Borough Council 1945-49, becoming leader in 1946 and serving as Mayor of Stoke Newington for 1947-49. From 1946-49 he represented Stoke Newington on the London County Council. He made three unsuccessful attempts to enter parliament: at the 1950 and 1951 general elections he contested Hornsey and in 1955 and 1956, Taunton in Somerset. He married Irene Wells in 1935, and in 1960 joined his surname to hers. In later years he moved to Suffolk and was a member of East Suffolk County Council. In 1965 he was given a life peerage and in 1974 was made a Lord in Waiting or Deputy Chief Whip in the House of Lords. From 1974-79 he was spokesman in the Lords for the Department of Health and Social Security. In 1981 he became Deputy Speaker of the House of Lords."@en .
