Mere weeks after the final Imperial ship departed Caspian space, initiatives were underway to develop larger, more modern, and more capable starships. During the waning years of Imperial occupation, crime, corruption, piracy and general interference with commerce increased with alarming frequency in stark contrast to remarkable sluggishness in response by the Imperial garrison. The entire endeavour was bogged down by complications and construction challenges and lacked proper direction until the coming of the Barren Sector Fleet. With encouragement from Roj himself \u2013 who saw this as a way that Caspians, Sarians, and his own people could relate to and collaborate on \u2013 the cruiser was completed and outfitted in short order.
