Rumours of bribes, blackmail and racketeering are never too far removed from Outer Rim politics, and so it should be no surprise to hear them in connection with Vaal's regimes either. Even more damning are the (less frequent and rarely substantiated) accusations of actual piracy and attacks upon the Galactic Republic. The Jedi Order in particular have moved against him in the past, though their reasons for doing so have never actually come to light. What then is the truth of the matter? Is Vaal a champion for the 'Little Guy' aling the Outer Rim, a petty tyrant or an active enemy of the Jedi Order? Or, perhaps, he is all three?
