Woban was a Bajoran male who was the leader of the Navot in 2369. When Commander Benjamin Sisko was asked to mediate a dispute between the Navot and the Paqu, he summoned Woban and Varis Sul, the Tetrarch of the Paqu, to Deep Space 9 in 2369 to discuss the issue. Woban strongly believed that Varis' father would have returned the lands to the Navot. Woban agreed to Varis' proposal for a new compromise.
