The Freeze Rays hit the Mushroom Block, but not Sparky. Since Permanent Freeze Rays are time-delayed, the Block had time to be pulled back down to earth by gravity before it was ultimately frozen permanently in midair. Sparky circled around the Mushroom Block for years before being discovered. When the construction crew for the fortress built World 7-1, they were unable to reach Sparky or the Mushroom Block because the construction workers were short and Sparky was too high up to reach.
