Sipak was a Vulcan male who briefly served as President Pro Tempore of the United Federation of Planets in October 2385 after President Pro Tempore Baras Rodirya was arrested and removed from office. Sipak was a Vulcan male who briefly served as President Pro Tempore of the United Federation of Planets in October 2385 after President Pro Tempore Baras Rodirya was arrested and removed from office. (ST - The Fall novel: Peaceable Kingdoms) Sipak had already served on the Federation Council for several years when Baras was removed from office. Sipak acknowledged that he would only serve as President Pro Tempore for a short time in a speech to the Council and pledged to maintain stability until the election was held. Captain Jean-Luc Picard believed Sipak had the temperament to achieve this goal. Though his term was quite short, President Pro Tempore Sipak did undertake a small number of substantive policy decisions. He ordered Fleet Admiral Leonard James Akaar to drop all charges against Captain Ezri Dax and the others who helped Doctor Julian Bashir deliver a cure for the Andorian reproductive crisis. These officers were returned to their assignments and were issued commendations for their actions. (Bashir, however, was still required to answer for what he had done.) (ST - The Fall novel: Peaceable Kingdoms) Perhaps most importantly, Sipak also spearheaded a major initiative for Starfleet to resume its mission of exploration. Under his orders, Starfleet was to launch the largest sustained program of deep-space exploration in decades. On 31 October 2385, Kellessar zh'Tarash of Andor assumed the Presidency after winning the 2385 Special Federation Presidential Election. Sipak's term as President Pro Tempore ended and he returned to the Federation Council. (ST - The Fall novel: Peaceable Kingdoms) Councillor Sipak's Federation Member State went unestablished. If he is the Federation Councillor from the Confederacy of Vulcan, this would seem to imply that he has replaced T'Latrek.
